Two issues seem to be at play here - the first is the Congressional effort to pass a resolution recognizing that there was an Armenian genocide in 1915 and the second is Turkish frustration with Kurdish separatists heading over the Iraq-Turkey border and conducting raids with little/no U.S. action .

Turkey is a vitally important U.S. ally and wants to be part of the European Union.? Some serious diplomacy is required from Secretary of State Rice at this time.
