Vice President Biden spoke on February 18 at the National Defense University regarding the budget increase for the National Nuclear Security Administration as well as the Comprehensive Test Ban Treaty. Increasing the budget for nuclear weapons seems as though the United States is directing policy contradictory to what President Obama had recommended for nuclear non-proliferation. After much anticipation and media-baiting, Obama's camp finally made their first pivotal chess move in the 2008 election process. The announcement of Senator Joseph Biden as a running mate was made via text message to supporters at three in the morning, just hours after it had already been confirmed by major news sources.
Senator Joe Biden is hungry. How do I know? He told me so in an e-mail today. In fact, he's so hungry he says he will "eat Rudy Giuliani alive." Here is part of the text of Sen. Biden's e-mail:

Over the weekend, Rudy Giuliani attacked the Biden plan for a political solution in Iraq, "They're saying, 'We will divide the country.' (The Iraqi government) has to decide to divide the country. We're trying to create stability over there."
I'd like to make a correction on my post this morning "Using U.N. Day to Sink the Law of the Sea". In it I critiized Democratic leadership for not saying "one word about the United Nations or the Law of the Sea." I was wrong. My colleague Scott Paul brought to my attention an excellent press release by Senator Biden who said:
One is a Democrat running for his party's nomination for president; the other is a Republican also vying for his party's nod to lead our nation. Yet this Friday, Senators Joe Biden - the Democrat - and Sam Brownback - the Republican - will make a joint campaign appearance in Des Moines, Iowa.
The Senate won't move on the Law of the Sea until after the August recess. Holding hearings on the Convention this month, ensuring that it won't compete with appropriations bills for floor time in the fall, would've been the right move. But with Senate Foreign Relations Committee Chair Joe Biden on the campaign trail, scheduling isn't all that easy. Leaders in both parties and the President want action, so this will become a test of Biden's leadership in the fall.
Senator Joseph Biden , who when he isn't busy running for president, also is chairman of the Senate Foreign Relations Committee, said that he expects his committee to adopt a resolution this week calling for full funding of the United Nations and payment of U.S. arrears.
While chairs of committees not only hold the gavel, but carry great power, this may not be a slam dunk (Where have I heard that phrase before?).
President Bush deserves some credit. He has announced to "small group of trusted Republican grass-roots organizers" that he is going to strongly support U.S. Senate ratification of the Law of the Sea convention. Word is that a public announcement is imminent. Once he does so we all should look to Senate Foreign Relations Committee (SFRC) Chair Joe Biden for quick action because the ratification window is relatively small.
