The Global Citizen: Dick Lugar
Yesterday the Senate adopted by unanimous consent the Kerry-Lugar Amendment to restore $4 billion to the International Affairs Budget cut by the Senate Budget Committee. The Senate budget now includes the President's request for this account of $53.8 billion in FY 2010 to fund next year's budget ' an increase of 8%, or $4 billion, over last year's funding level of $49.8 billion.
In his statement on the Senate floor, Senate Foreign Relations Committee Chairman John Kerry (D-MA) said:

Some of the leading opponents of the Law of the Sea have, ironically, feel very strongly that we should trust the judgments of military personnel on military matters.

I heard Sen. Dick Lugar deliver some insightful remarks this morning on energy, Iraq, and U.S. foreign policy at the 20/20 Vision National Summit on Energy Security. The talk was an acceptance speech for the first ever Energy Security Leadership Award.
Dick Lugar just hit one out of the park on Law of the Sea (UNCLOS).
I'd like to start a conversation about a few pieces of "old business" that many had hoped the Democratic leadership would have quickly dispatched when they took control of Congress. By old business I mean:
- Issues that have been around for a while
- Have proven bipartisan support within Congress
- And high level support by the administration.
In other words, we are talking about policies that with just a bit of leadership and legislative muscle could have been law in January.
