Can We Prevent Genocide?

Can We Prevent Genocide?
Last January we watched as the people of South Sudan voted for their independence from the North in an election that was hailed in the international community for its lack of violence. As the South continues it's journey towards independence we've seen renewed violence against civilians and the burning of Abyei.
Last week the ICC issued a warrant for Muammar Gaddafi's arrest for crimes against humanity. The Libyan leader continues to wage a deadly war against the rebels and the support of NATO is facing harsh opposition in the country and abroad.
The brutal crackdown against civilians continues in Syria and Yemen and the United Nations Security Council has failed to take decisive action due to the threat of veto by China and/or Russia.
This Partners Call will focus on the question - is the prevention of genocide and mass atrocities possible? And if it is, what is the responsibility of the United States?
