Preventing Genocide

The world has had to confront the horror of genocide--the deliberate and systematic destruction, in whole or in part, of an ethnic, racial, religious, or national group--far too many times. Effective prevention of genocide will start with the U.S. Government adopting specific measures to stop it from ever happening in the first place. The U.S. Genocide Prevention Task Force, chaired by Secretaries Madeleine Albright and William S. Cohen, assembled a group of high level experts to look at preventing genocide as a necessary step for the U.S. National Security; the Task Force recommendations serve as a blueprint for change for the U.S. Administration and Congress. Citizens for Global Solutions believes that through the adoption of these recommendations, the United States can act swiftly, cooperatively and decisively to confront the horrors of genocide world-wide.

Read the latest report from Citizens for Global Solutions, which proposes that the permanent five members of the UN Security Council (P5) should agree not to use their veto power to block action in response togenocide and mass atrocities which wouldotherwise pass by a majority.

This report is a product of the Prevention and Protection Working Group, based in Washington, DC. Participants in the group include: the Alliance for Peacebuilding, American Friends Service Committee, Better World Campaign, Campaign for the Innocent Victims of Conflict, Caring for Kaela, Citizens for Global Solutions, Enough Project, Friends Committee on National Legislation, Genocide Intervention Network, Humanity United, Human Rights First, Mennonite Central Committee Washington, Oxfam America, Refugees International, Save Darfur, 3D Security Initiative, and others. The recommendations outlined in the document are not necessarily endorsed by all Working Group participants.

"How Genocide Became a National Security Threat" By: Lawrence Woocher and Michael Abramowitz
On February 2, 2010, in his annual address to Congress, Director of National Intelligence, Dennis Blair brought up genocide as a national security threaty. The article by Woocher and Abramowitz goes on to examine the implications of genocide, anywhere in the world, on the United States.

The Task Force was convened by Former Secretaries Madeleine Albright and William S. Cohen. .

A More Secure World:Our Shared Responsibility, United Nations, 2004 Report of the High-level Panel on Threats, Challenges and Change, which was issued by Kofi Annan, Secretary-General of the United Nations in 2004. The report discusses the importance of genocide prevention, as well as prevention of other dangers. The report also touches on making the United Nations more effective in prevention efforts. .

In Larger Freedom: Towards Development, Security and Human Rights for All, United Nations, 2005 This report, issued by the Secretary-General of the United Nations in 2005, discusses the opportunities that lay ahead in the new millennium as well as the challenges that wait to be confronted. Within the report one can find ways forward on development, human rights, the prevention of deadly pandemics and the prevention of genocide. .

Convention on the Prevention and Punishment of the Crime of Genocide, United Nations, 1948 This historic treaty, one of the first of its kind, entered into force in January of 1951. As of now there are 140 contracting parties. The Treaty defines genocide and the crimes that can be punished under the convention. The United States has signed and ratified the treaty. .
