The Global Citizen: Hilary Clinton
On Tuesday I attended the Senate Foreign Relations Committee hearing on "National Security & Foreign Policy Priorities in the FY 2013 International Affairs Budget," which featured Secretary of State Hilary Clinton as the key witness. While the foreign assistance portion of the U.S. budget is around 1%, this area of funding has been slightly reduced. In her testimony, Clinton identified the State Department's top five priorities for the coming year within the State Department's proposed budget.
This weekend, Secretary of State Hilary Clinton was in Germany speaking at an event supporting women in international security. Secretary Clinton remarked "that when we think about peacemaking, which is, after all, one of the critical tasks of any of us in international security, that something is missing. And that is women. There are not enough women at the table, not enough women's voices being heard". Women are underrepresented in peacekeeping forces and in international peace negotiations. This is an unfortunate revelation, considering studies and experiences have show that the presence of women in peacekeeping operations can be extremely beneficial to the success of the effort.
"No chance, no chance, no chance...ever," said Vitaly I. Churkin, Russian envoy to the United Nations Security Council, in response to whether or not Russia would ever support economic sanctions in Syria.
What is the New START treaty?
The New START treaty is a treaty that will, if ratified, "replace" the START treaty that was signed in 1991 and expired in 2009. Secretary Clinton stated today that the three goals of the START treaty are to promote stability, transparency and predictability between the U.S. and Russia on the topic of nuclear arms control.
Will the New START treaty cut the total number of nuclear weapons held by both the United States and Russia?
Yes. START will reduce the total number of nuclear weapons held both the United States and Russia. Essentially, START will place limits on the number of nuclear warheads and deployed nuclear delivery vehicles for both the United States and Russia. Each country will be permitted to have a maximum of 1,550 nuclear warheads and a maximum of 700 deployed nuclear delivery vehicles.
Secretary of State Hillary Clinton spoke at the University of Nairobi in Kenya today and expressed the United States support of the International Criminal Court. Secretary Clinton was asked by a student how the U.S. expected Kenya to allow the ICC to come into their country when the U.S. is not a member itself.
From July 13-17, 2009, the UN Office for Disarmament Affairs will host the second session of an Open Ended Working Group on an Arms Trade Treaty to establish an international, legally binding agreement on how conventional arms should be imported, exported, and transferred. Citizens for Global Solutions, along with other organizations, have signed a letter to Secretary of State Hillary Clinton petitioning U.S.
In the late 1970s The Boomtown Rats had a huge hit single, "I Don't Like Mondays." While the premise of the song is something I won't get into, I generally am not a big fan of Mondays...however, yesterday was a different kind of Monday. During a work lunch, a colleague of mine joked that the only things I know anything about are sports and politics...and some may question the validity of that comment! However, those two passions did converge yesterday.

It's taken me a couple of days to digest what transpired in the New Hampshire primaries on Tuesday. Not the results. The voters came out and made their voices heard by tabbing Senators Hillary Clinton (D-NY) and John McCain (R-AZ) as their favorites in the Granite State.
So far, Hillary Clinton, John Edwards, Bill Richardson and Barack Obama have returned Global Solutions Candidate Questionnaires. Much of what they have to say is predictable, but there are a lot of important differences in rhetoric and even some key differences in substance. They're worth a read through.
